The research question was: how to contribute to the literacy of children in rural areas outside the Education System in the Province of Huambo/Angola? The specific objectives were: (i) to characterize the geographical areas and the population of illiterate children to whom the literacy program by radio is intended; (ii) to elaborate the pedagogical model supported by the ECCA System for the literacy of children by radio. The methodology used was of an exploratory, qualitative and descriptive nature. The subjects of the research were the tutors and theesafion of a sample of 38 communes of the Province of Huambo. Interviews were elaborated and applied to the experts and the children by the tutors and, simultaneously, the results of the learning process of the children after the implementation of the literacy program by radio created were analyzed. The results showed that the literacy program by radio was effective in promoting the literacy of children in rural areas outside the Education System in the Province of Huambo/Angola, contributing to their personal and social development. The research started from the observation that the literacy of children is a great challenge for the whole Angolan society and that a very significant part of the children in the rural areas of the Province of Huambo do not have access to guaranteed education.
