The Kwenda program in Angola: critical analysis and contributions from the municipality of Cacula

Abstract

This article critically examines the Kwenda Programme, an Angolan cash transfer social initiative, in the municipality of Cacula, Huíla Province. It starts from the recognition that extreme poverty remains a structural challenge, requiring contextualized responses. The study adopts a qualitative, descriptive–analytical approach, based on a purposive sample of beneficiaries living in the communes of Cacula and Tchicuaqueia. Data were collected through semi-structured interviews, direct observation, and document analysis, and were processed using thematic content analysis. The articulation between the theoretical framework and the empirical data made it possible to assess the programme’s effectiveness in improving the living conditions of beneficiary populations. The results highlight the role of non-contributory social protection and the accountability of beneficiaries as actors of development. It is concluded that, despite the progress made, the sustainability of Kwenda depends on its institutionalization, the strengthening of family farming, and greater intersectoral coordination.

He holds a bachelor’s degree in Theology and Philosophy. He is currently pursuing a bachelor’s degree in History at the Huíla Higher Institute of Educational Sciences (ISCED-Huíla) and serves as an advisor on social affairs for the Cacula Municipal Administration.

Master’s degree in Geosciences (Petroleum Geology) and in Environment and Planning from the University of Coimbra. Bachelor’s degree in Biology from the Higher Institute of Educational Sciences of Huíla (ISCED-Huíla). Currently a secondary school teacher.
