Abstract
Projecting a national cultural identity is one of the key challenges facing nations undergoing
political and symbolic consolidation. In the case of Angola, this issue becomes even more
pressing amid increasing globalisation and the dynamics of cultural domination. The aim of
this essay is to discuss the role of Higher Education Institutions (HEIs) in the external
promotion of Angolan culture, linking concepts of cultural sovereignty, soft power, and African
epistemology. In this context, the present study begins with the following question: how can
Angolan Higher Education Institutions contribute to the projection of national cultural
identity on a global scale? To answer this question, a qualitative and exploratory methodology
is adopted, grounded in bibliographic and documentary research. The analysis draws on
UNESCO’s typology of cultural policies, African literature on local epistemologies, and
secondary data on scientific output on the continent to establish a critical dialogue with authors
who address culture as an instrument of power. Based on this theoretical-empirical
intersection, it is argued that the university should play a central role in the production and
dissemination of local knowledge, suggesting ways for higher education institutions to cease
being mere reproducers of external knowledge and become hubs of cultural and scientific
affirmation.

Résumé
La promotion de l'identité culturelle nationale est l'un des défis majeurs auxquels sont
confrontées les nations en phase de consolidation politique et symbolique. Dans le cas de
l'Angola, cette question revêt un caractère d'urgence accru face à la mondialisation croissante
et aux dynamiques de domination culturelle. Cet essai a pour objectif de discuter du rôle des
établissements d'enseignement supérieur (EES) dans la promotion de la culture angolaise à
l'étranger, en articulant les concepts de souveraineté culturelle, de soft power et
d'épistémologie africaine. En ce sens, la présente étude part de la question suivante : comment
les établissements d'enseignement supérieur angolais peuvent-ils contribuer à la projection de
l'identité culturelle nationale à l'échelle mondiale ? Pour répondre à cette question, nous
adoptons une méthodologie qualitative et exploratoire, fondée sur une recherche
bibliographique et documentaire. L’analyse s’appuie sur la typologie de l’UNESCO relative aux
politiques culturelles, sur la littérature africaine portant sur les épistémologies locales, ainsi
que sur des données secondaires relatives à la production scientifique sur le continent, tout en
établissant un dialogue critique avec des auteurs qui abordent la culture comme un instrument
de pouvoir. À partir de ce croisement théorique et empirique, nous soutenons que l'université
doit jouer un rôle central dans la production et la diffusion des savoirs locaux, en proposant
